On our cover is Chavit Singson who gave Ilocos Sur a first class seat

In 1972, at a time when Ilocos Sur was deemed one of the poorest in terms of its provincial budget, Luis “Chavit” Singson was elected governor. His goal from the start was to improve the lives of his constituents by enabling the provincial government to raise funds for infrastructure and agricultural projects which were necessary to support the then growing industries of the province. That opportunity arose when he ran for Congress in 1987, post Martial Law, for the sole purpose of passing a law to enrich his province, and incidentally, the other Ilocos provinces.
